Randall H. Breitenbach is the Chairman and Chief Executive Officer of Pacific Coast Energy Company. Randy also co-founded BreitBurn Energy Company and BreitBurn Energy Partners, serving as Co-Chief Executive from 1988 to 2012. Randy also served as Chairman of Stanford University's PIC Endowment and is currently a member of the Alternative Energy Investment Committee. Randy also serves as a Trustee and is currently Chairman of Hotchkis and Wiley Funds, a mutual funds company. Randy holds both a B.S and M.S. degree in Petroleum Engineering from Stanford University and an M.B.A. from Harvard Business School.
Philip Brown, Senior Vice President Operations, joined PCEC in 2013. He has over 30 years of experience in oil and gas and related industries in large-scale project management and engineering. Prior to joining PCEC, Phil held the position of China Facilities Manager for Anadarko (Kerr-McGee China Petroleum Ltd.) based in Beijing for over 10 years. He was responsible for the design, construction, installation, commissioning, and integrity of Anadarko's fixed and floating offshore facilities. Prior to Anadarko, Phil was based in Aberdeen UK, and held various positions working for Shell and Kerr-McGee in their North Sea operations, including the role of Commissioning Manager for several large offshore floating production units.
Peter Singh, Chief Financial Officer, joined PCEC in 2016. Peter was previously an investment professional at Metalmark Capital, a private equity firm, where he focused on domestic energy investing and assisted in managing Metalmark’s investment in PCEC. Prior to Metalmark he worked as an analyst in the M&A group at Gleacher & Company. Peter graduated with an A.B. in Economics from Harvard University.
David Chandler, Vice President Accounting & Controller, joined PCEC in 2016. He has over 25 years of oil and gas industry experience. Prior to joining PCEC, he was controller for Midstates Petroleum Company. Prior to Midstates, David held various positions working for Petrohawk Energy Corporation and BHP Billiton Petroleum. David graduated from the University of Illinois with a B.S. in Accounting. He is a certified public accountant.
Mr. Oakley has worked for PCEC since 2018 and is responsible for maintaining compliance with all environmental, health, and safety regulations as well as sustaining relationships with the local community, regulatory agencies, and elected officials. Additionally, Mr. Oakley serves on the county Air Pollution Control District's Community Advisory Council and as the Energy Team Lead for the Northern Santa Barbara County EconAlliance. Mr. Oakley holds a BS degree in Geography and Master's degree in Natural Resource Management from Utah State University.
